About the Data

Fuel-Use Data: Energy and Water Data Disclosure for Local Law 84 (2017)

  • Buildings less than 25,000sqft and city-owned buildings were filtered out
  • Buildings with entry-errors (faulty BBLs, inconsistent fuel data) were omitted
  • Power plants, worship facilities, and industrial/manufacturing plants were omitted

Building Polygon Data: PLUTO 18v2.1

  • Building gross floor areas were calculated using LL84 dataset (self-reported by each property owner). PLUTO floor area data was ommitted due to general inconsistencies

Occupancy Zone Data: NYC Building Code Chapter 3

  • No data is available for occupancy groups, a key factor for determining building emissions limits, so the LL84 Property Use Type data was associated with NYC Building Code occupancy zones.
  • Occupancy groups were imputed manually (ex: Multifamily Housing mapped to the R-2 "Permanent Residence Use Group"). This may have lead to inaccuracies in penalty calculations, which should be assessed on a case-by-case basis by each property owner.
  • Buildings with a proprty use type of "Other" are assigned to occupancy group B (Business) for simplicity. This group represents 0.95% of all buildings and 1.05% of total floor area.

Welcome to the NYC Buildings Emissions Visualization Map

This map aims to provide an interactive visual summary of NYC's Local Law 97 which starting in 2024 will enforce fines on buildings that exceed pre-established GHG limits.

This map also aims to act as a policy tool. Local Law 97 falls short by failing to incentivize electrification. In the future, this map will be updated to allow users to create custom electricity emissions limits, which will show how reducing penalties for electric use can incentivize fuel-switching.

All information is strictly informational and utilizes energy-use datasets that are published by the city. There is no guarantee of accuracy. Each building owner should consult an energy consultant or engineer to assess their true expected penalty and ways to reduce emissions.
